Webcam / Singing Program

I am looking for someone to create a page for me on my site that has some specific functions. I HAVE CREATED A MOCK UP OF WHAT IT WOULD “KIND OF” LOOK LIKE PLEASE SEE THE ATTACHED JPEG. The page will allow our users to create videos online using their webcam. It will be of them singing. There will need to be “Tracks” involved.
